On the basis of the Bawang River comprehensive control project, Ulanqab government and Elion jointly developed the Jining Bawang River eco-town project, with a total investment of RMB 18 billion, covering an area of 35 s.q.km. 

Bawang River comprehensive control project covers the part of river running through Jining, which is 21 km. The project consists of three parts: upper stream eco-tourism experience; midstream urban culture sites and downstream wetland restoration zone, with work done in terms of river control, buildings of flood retarding and bank consolidation, .landscape and plantings on Binhe road and two banks , as well as bridge decoration engineering.
